Haymarket native Ray Darnell Smith made a scene on Thursday afternoon at the facility after making phony threats that gave some a scare.
Officers from the Prince William County Police Department were called shortly before 2 p.m. on May 9 to the ADC on Lee Avenue in Manassas to investigate a bomb threat.
According to police, the caller - later identified as Smith - walked into the lobby with a bag, which he immediately brought into the bathroom.
It is alleged that Smith then called emergency services and falsely reported a bomb threat to the complex, which includes the adjoining courthouse.
Staff at the detention center were able to make contact with Smith in the lobby, police say, where he was taken into custody when responding officers determined he was intoxicated.
During the investigation, "the courthouse and ADC adjusted operation status as a precaution," they added.
A police K9 was called in, as were members of the Virginia State Police Explosive Ordinance Disposal Unit, who determined the bag was not a bomb, and there was never a threat to the complex.
Smith, who attempted to resist his arrest, was taken apprehended and charged with threats to bomb, obstruction of justice, and intoxicated in public. He's being held without bond pending his next court appearance.
